J&K Government Terminates Services of 103 Illegally Selected Fire & Emergency Personnel
Srinagar, December 15, 2025:
The Government of Jammu & Kashmir has ordered the termination of services of 103 appointees who were found to be illegally selected in the recruitment process of Fireman and Fireman Drivers in the Fire & Emergency Services (F&ES) Department.
The decision follows the findings of a high-level Inquiry Committee and subsequent investigations by the Anti-Corruption Bureau (ACB), J&K, which uncovered large-scale irregularities in the recruitment conducted in 2020.
Background of the Case
The Government had constituted an Inquiry Committee vide Government Order No. 1513-JK(GAD) of 2022 dated 12.12.2022 to examine allegations of irregularities in the recruitment process. After a detailed examination, the Committee recommended a criminal investigation into serious allegations including paper leakage and manipulation of results.
Findings by Anti-Corruption Bureau
Acting on the Committee’s recommendations, the Anti-Corruption Bureau registered FIR No. 01/2025 on 02.01.2025. The investigation revealed:
- Tampering with OMR sheets
- Use of fabricated scanned images of answer sheets
- Illegal manipulation of merit lists
- Digital evidence tampering
- Criminal conspiracy involving beneficiaries
The ACB investigation conclusively established that 106 candidates were illegally awarded excess marks, far beyond what they had actually secured, confirming manipulation of results in favour of selected candidates.
Government Action
Based on these findings and official communications from the ACB and the General Administration Department, the Government issued Government Order No. 608-Home of 2025, dated 15.12.2025, directing the termination of services of 103 appointees who were found to be beneficiaries of the fraudulent recruitment process.
