Official Notice 2026The Directorate of Food, Civil Supplies & Consumer Affairs (FCS&CA), Kashmir, is inviting applications for the grant of fresh PDS-SKO (Kerosene Oil) dealership licenses (Retail/Wholesale) for the Kashmir Valley. This initiative aims to restore the kerosene supply chain which has been disrupted since late 2022.
Eligibility Criteria
A. Retail Dealership
- Domicile: Must be a domicile of Jammu & Kashmir.
- Education: Minimum Matriculate (10th Pass).
- Age: 18 to 40 years (Relaxation as per Govt. norms).
- Documents: Unemployment Certificate (Gazetted Officer) and Character Certificate (SHO).
- Infrastructure: Must possess suitable premises with adequate storage and a site plan.
- Safety: Obtain NOC from Fire & Emergency Services Department.
B. Wholesale Dealership
- Domicile: Must be a domicile of Jammu & Kashmir.
- Education: At least 10+2 qualified.
- Age: 18 to 40 years.
- Infrastructure: Adequate storage facilities and a professional site plan.
Mandatory Conditions
Applicants must furnish an affidavit confirming:
- Only one dealership per family.
- No family involvement in subsidized petroleum business.
- No close relatives working within the FCS&CA Department.
How to Apply
Interested persons should apply before the Assistant Director concerned, FCS&CA, in the prescribed format within the specified dates. Applicants not currently holding an agreement with an Oil Marketing Company will be granted a 45-day period to submit the required documents after initial selection.
