40,672 Government Posts Vacant in J&K; Health Department Tops with 12,797 Vacancies
Srinagar, September 21: Jammu and Kashmir has 40,672 vacant government posts, including 3,318 Gazetted, 24,427 Non-Gazetted and 12,927 Multi-Tasking Staff (MTS) posts, according to a government reply in the Legislative Assembly.
The figures were provided in response to a starred question raised by Congress MLA Irfan Hafiz Lone.

Health Department Has Highest Number of Vacancies
The Health and Medical Education Department has the highest number of vacancies at 12,797, comprising:
- 2,125 Gazetted posts
- 8,064 Non-Gazetted posts
- 2,608 MTS posts
It is followed by the Agriculture Production, Animal/Sheep Husbandry and Horticulture sector, which has 4,939 vacancies.

20,072 Posts Referred for Recruitment
The government said that 20,072 posts were referred to the Jammu and Kashmir Services Selection Board (JKSSB) and Jammu and Kashmir Public Service Commission (JKPSC) for recruitment during 2024-25.
Of these, 11,582 posts were referred to JKSSB in 2024, while 6,340 posts were referred in 2025, taking the two-year total to 17,922 JKSSB referrals.
The JKPSC received 2,150 posts for recruitment during 2024-25.
The 11,582 JKSSB referrals made in 2024 also included posts that were later referred back to departments following S.O. 176 of 2024 dated March 15, 2024.

Government Working on Timely Recruitment
The government said measures were being taken for timely identification and referral of vacancies, advance recruitment planning, monitoring of recruitment timelines and coordination with recruiting agencies.
Departments have also been directed to refer vacancies under the direct recruitment quota in accordance with SRO-166 of 2005 dated June 14, 2005, and Circular No. J&K (GAD) of 2024 dated January 1, 2024.
Committee Examining Regularisation of Temporary Workers
On the issue of regularisation of temporary workers, the government said a committee constituted under Government Order No. 384-JK(GAD) of 2025 dated March 19, 2025 was examining the issue concerning casual, seasonal, contractual, need-based and other temporary workers engaged in different departments.
The committee is examining the humanitarian, legal and financial aspects of the matter, including the circumstances under which workers were engaged at different points in time under varying terms and conditions.
The government said any proposed policy would have to conform to statutory provisions while taking into account the existing legal position, recruitment framework and financial implications.
Consultations with departments are being held, and the matter is being examined from administrative, legal and financial perspectives before a final decision is taken.
A decision on regularisation will be taken after completion of the examination and receipt of inputs from the concerned departments and authorities, the government said.
The government also stated that daily-rated workers, casual labourers and seasonal workers were being paid according to the applicable rules and terms of engagement. Daily-rated and casual or seasonal workers are paid wages according to the minimum wages notified by the government.
